Migrant workers : a growing phenomenon

As a consequence of globalisation, 10 percent of workers in the Western world are born abroad. By regularly sending a portion of their wage package to their country of origin, they are contributing to wealth creation in their country by financing the consumer needs of their families back home. The microfinance sector is keen to attract some of the 300 billion USD remitted annually (which incidentally represent more than public funds for development) to finance productive and job-creating investments. With this in mind RAFAD is currently developing an online project.

ILO: Migrant workers' remittances
RAFAD has taken part in an ILO feasibility study which aims to develop new financing tools for health protection in Bangladesh (funding GTZ-KfW). The purpose of the study undertaken by Jean Pouit was to analyse the origins and needs of families of migrant workers in the Middle East in terms of health insurance and how it could be paid by remittances from migrant workers. This study was undertaken in collaboration with such institutions as BRAC, Grameen and their Health section.

UNFPA: Social performance
UNFPA commissioned RAFAD to look at the social impact of microfinance in relation to women's empowerment, health and education. The data from this study, collected by 47 local female investigators who questioned 3000 beneficiaries in 15 countries, is currently being analysed. The results are due to be presented to the United Nations in New York at the beginning of the year.

African missions undertaken by Jean Pouit and Alain Vergeylen at the end of 2007 and the beginning of 2008:

The one in Burundi, is to evaluate the information and management systems (MIS) for Women's World Banking. TheCaisse d'Epargne et de Crédit Mutuel (CECM), a microfinance institution based in Bujumbura, was set up in 1995 and its dynamic growth impels it to optimise its MIS (December 2007 to January 2008).

UCEC-MK, Chad: computerization assignment concerning a network of savings and credit banks, the union of the Savings and Credit Clubs of Mayo-Kebbi, formed in 1993. It is the umbrella organisation for the twenty savings and credit cooperatives of the region. The aim is to evaluate needs, to choose an appropriate software package through a transparent call for tender and implement a suitable MIS (first quarter 2008).

Morocco: one of the most important and dynamic Moroccan institutions has asked for technical assistance regarding choice of MIS as of January 2008.

Under the auspices of the ILO, Symbiotics and RAFAD, the Swiss Microfinance Platform (SMP) was created on 4th October 2007 with Jean-Jacques Martin as committee Vice-President and
Estelle Gitta as Secretary General.

Election to the E-MFP committee
Jean Pouit and Estelle Gitta took part in the European Microfinance Week in Luxemburg. Jean Pouit presented a new solution for transferring migrant workers' remittances and Estelle Gitta participated in the workshops of the 'Research Group' to which she belongs. The board of directors of the European Microfinance Platform (E-MFP) convened in Luxemburg, elected Jean Pouit to the committee and ratified full membership status of the Swiss Microfinance Platform.

26.01.08 Bookmark your agenda: second Geneva Solidarity Forum of the Geneva Cooperation Federation (Fédération genevoise de coopération (FGC). Round-table event organised by RAFAD with the collaboration of the Jardins de Cocagne on the following topic: 'Do the remittances of migrant workers provide a second form of development aid?'.

Me Jean-Jacques MARTIN takes over from Mr Philippe EGGER as Chairman of the RAFAD Foundation and Mr René AZOKLI becomes a member of the Foundation Committee (photo).

René AZOKLI is CEO of PADME (Benin). He used to be Chairman of the board of the ALAFIA Consortium - which is the professional association of Benin microfinance institutions - and Chairman of the board of the African microfinance network Réseau Africain de Microfinance (AFMIN). AFMIN is the umbrella organisation for professional associations of all African microfinance institutions. As a member of the board of the Women's World Banking since 2000, René AZOKLI has headed the national pilot group for Benin set up in connection with the International Labour Office's (ILO) Research Programme on the effects of financial liberalisation on the poor. Until 2007 René was Chairman of FIG.
